The year is 2172. An enormous meteor unexpectedly hurtles into the Earth, leaving a 30 kilometer wide crater in the heartland of the United States. The impact zone begins emitting a very deadly and unknown form of radiation, decimating all biological life in a rapidly expanding radius.


The general population is stricken by mass hysteria and panic, as people scramble to get as far away from ground-zero as possible. Governmental and legal systems crumble, and the police and military are unable to maintain order amid the chaos. Millions of refugees pour into Europe, Asia and Australia in search of safety. However, even those continents turn out to be only temporary havens, as the deadly radiation continues its ever-widening expansion and scientists find no way to neutralize or contain the disaster. The only alternative is a Final Escape: vacate Earth as quickly as possible.

Recent technological advances have uncovered the means for near-instantaneous space travel at limited distances (under 200 light years). An earth-like planet, named Phiela, has been identified as suitable to accommodate humans and other earthbound biological life. Two colony transport ships have been constructed, each capable of evacuating 50,000 passengers to Phiela each day.


Due to technological constraints and fears of contamination, very strict limitations are imposed on refugee passengers regarding the possessions able to carried aboard the colony ships, resulting in most colonists arriving on the Phiela planet with very few resources, if any at all.

Life on Phiela is chaotic and dangerous. The newborn government and associated institutions are still in the early stages of development, with former Earth leaders struggling for control over the new republic. Nevertheless, the new colony offers a fertile environment for new arrivals to make a fresh start. Ambitious colonists compete for limited resources to rebuild their lives. The newly formed colony police force, the Phiela Security Division (PSD), desperately attempts to maintain order by targeting the worst of the criminal offenders.

Local and regional factions of all types and sizes are constantly being formed, merged and destroyed as they compete with one another for wealth, power, influence and dominance. The new government has tight control over many essential but limited commodities, including food, medical supplies, weapons and technology. Raids by the local factions of these resources are not uncommon, and a very active black market has developed despite the best efforts of the PSD. In many ways, the factions exert more control over the colony and its economy than the fledgling government is able.

You begin your adventure as a newly-arrived Phiela colonist fresh off the colony ship, with only the standard þ500 resettlement allowance to your name.
