The newly formed colony police force, the Phiela Security Division (PSD), desperately attempts to maintain order by targeting the worst of the criminal offenders. However, as most colonists quickly learn, their scattershot efforts often net innocent bystanders and anyone that "looks suspicious". PSD agents are notoriously corrupt, and a standardized market for "favors" has developed to avoid prison.
